If the Buzzard doesn't spawn at Sandy Shores then you're pretty much done for I agree. If you stay in one spot tying to thin the herd, you could be there for a long time. The key with this mission, and any others with lots of spawning AI is to keep moving. With more than 2 and no Buzzard, drop everyone on the hanger roof too back each other up. The guy on the roof take out the remaining army guys, then jump down into the hanger. The plane pilot can land and take out the lazer at the end of the runway. Using a Buzzard is the best strategy, without a buzzard I've had luck (depending on the number of players) with dropping one guy who has a rocket launcher on the roof of the hanger where the cargo bob is, from there he can take out the 2 lasers.
